Abstract

This paper explores the comparative role of State-Owned Enterprises (SOEs) in shaping economic development in emerging markets, focusing on Uzbekistan and China. Through a blend of institutional, theoretical, and empirical analysis, it identifies how different governance models, policy trajectories, and reform sequences influence the performance of SOEs. The paper further evaluates lessons that Uzbekistan can derive from China’s model while considering its own socio-political context.
