The article scientifically substantiates the approach to the disclosure of the concept of "human capital" as a labor force with innate, formed and accumulated knowledge, skills, abilities and health, as well as others, which, when used in the labor process, provide a certain benefit to their owner in the form of income and economy of the country as a whole.
