Abstract
This article discusses service and public administration trends, development trends and the determinants of secondary sector in innovative economy. It highlights that the E-Government system, digitalization initiatives, anticorruption efforts and the development of human resources are all important in order to improve the efficiency in providing public services. In addition, the paper examines the reforms in course in Uzbekistan public staff system and their socio-economic results. The analysis establishes that digitalization, transparency and citizen-centered approach to public services sufficiently promote administrative performance, social justice and sustainable development.
