Abstract

Drawing on a literature review and quantitative analysis of Uzbekistan’s 2018–2024 human-capital and creative-economy indicators, this article models their relationship as a two-way reinforcement mechanism. Evidence suggests broad human-capital foundations (universal literacy and rapid tertiary expansion) but a persistent constraint in the depth and market relevance of advanced competencies. The ICT segment acts as a proof-of-concept growth engine, yet shortages of mid- and senior-level specialists limit productivity scaling. Beyond ICT, weak classification and informality blur measurement and targeting. Policy implications emphasize synchronized skills pipelines and ‘conversion institutions’—IP, contracting, finance, and statistics—to translate talent into tradable value for inclusive innovation-led growth.
