Abstract
The city has been one of the most important aspects for regional balanced development, harmony in society and economic competition. With the accelerated process of urbanization, the pressure on infrastructure construction and spatial inequality are increasing, therefore systematic updates on their urban development governance at regional level are needed. Objectives of research: The objectives of this paper are to explore the current urban development systems in a regional context and to provide an approach toward enhancing their effectiveness through integrated planning, institutional coordination, and data-driven governance. Methodology/Approach: The study takes a hybrid approach using comparative analysis of regional models of urban development, statistical assessment of socio-economic trends and qualitative policy research. Secondary data are used from national statistics, reports on international development and documents of regional planning. Research results: Fragmented governance and weak inter-municipal cooperation, as well as lack of coordination between spatial and economic planning, are identified as barriers to sustainable urban development. Territories that implement integrated approaches to urban governance are characterized by more efficient infrastructure, a better provision of services and lower territorial discrepancies. Theoretical or Conceptual Contributions: The paper contributes to urban development theory, calling for the refocussing of attention on regional urban systems as multi-level governance structures (requiring both horizontal and vertli. cal coordination). It provides a novel conceptual framework that connects the efficiency of urban planning to regional institutional capacity. Practical and Policy implications: The results offer practical directions for a policy framework in relation to regional integrated urban development strategies, local governance, and smart urban planning tools. Limitations/research implications: The research is based on secondary data and comparison. Empirical case studies and GIS spatial modelling should be included in future research.
