The Evolution of Local and Foreign Methodologies in The Teaching of Listening and Speaking Skills

The teaching of listening and speaking skills in foreign language education has evolved significantly over time, particularly in response to global pedagogical shifts and technological advancements.  In Uzbekistan, foreign language instruction has undergone major reforms since independence, notably through the 2012 Presidential Decree and alignment with CEFR standards. These reforms have spurred a transition from traditional grammar-translation  methods to more communicative and interactive approaches. Despite these developments, challenges remain in the consistent implementation of communicative methods and integration of ICT tools, especially in rural areas. There is  also a lack of comprehensive analysis comparing local and foreign methodologies in teaching listening and speaking skills. This article aims to explore and compare local and international methodologies in teaching listening and speaking, identify gaps, and propose strategies to enhance instructional practices. The study reveals that local  methodologies are progressing from traditional to interactive formats, supported by multimedia tools, while foreign methodologies already leverage highly developed ICT and communicative frameworks. Integration of audiovisual content and platforms like UzTEA and Edu.uz marks a significant advancement in Uzbekistan’s educational landscape. The paper provides a multidimensional comparative analysis of methodologies, tracing historical, technological, and pedagogical evolutions, and highlights Uzbekistan’s unique pathway in language education reform. The findings underscore the importance of aligning local teaching methods with international standards, expanding teacher training, and promoting technological literacy in language instruction to improve learner engagement and communicative competence in listening and speaking.
