Abstract

The legal rules for regulating liability provisions in Iraqi civil law are limited to regulating the general rules for the responsibility of a subordinate for the actions of his subordinate, without addressing the civil liability of state employees in general And university service employees in particular, as the responsibility of university service employees is characterized by several characteristics, due to its connection to the civil responsibility of the Ministry of Higher Education and Scientific Research to which the employee belongs, as well as the civil responsibility for protecting intellectual property, which is regulated by a special law This civil liability also arises as a logical consequence of an illegal act or error committed by a university service employee, which in turn may cause harm to others, requiring compensation for the injured party. Thus, the civil liability of university service employees arises.
