Abstrak

Securing societies is one of the main constitutional responsibilities of governments across the world, and this is necessary to position them for policy formulation and implementation. The military has traditionally been tasked with defending the nation from external threats, while the police maintain internal law and order. This paper analyzes the distinct roles and responsibilities of the Nigerian Army and the Nigeria Police in maintaining national security. It explores the balance between military force and community-oriented policing in addressing internal security challenges, including terrorism, insurgency and crime. It addresses the following questions: How do the roles and responsibilities of the Nigerian Army and the Nigeria Police differ in maintaining internal security? What are the ethical and legal frameworks governing the use of force by the Army and the Police, and how effectively are these frameworks enforced? How do the Army and the Police interact with each other, and what are the implications of these interactions for national security? How can the Army and the Police be reformed to better meet the evolving security challenges facing Nigeria, while ensuring that their actions remain consistent with democratic principles and human rights standards? What are the human rights implications of army and police interventions in internal security? The paper compares the effectiveness, strategies and outcomes of both institutions, while recommending policy improvements for better collaboration and efficiency in safeguarding citizens and ensuring national peace.
