Abstract

This study examines the prospects for the formation and development of service sector clusters in tourism as a strategic mechanism for enhancing regional competitiveness and sustainable economic growth. In the context of increasing global competition and the diversification of tourism services, clustering provides an effective framework for integrating tourism enterprises, hospitality businesses, transport services, cultural institutions, and supporting infrastructure within a coordinated regional system. The comparative econometric analysis also enables us to have a confirmation that the industrial enterprises and the development trajectories of their fund resources are determined precisely by the investment factors. These results suggest high-levels of infrastructure investment, technology update and stable institutional environment have the most positive impact on sectoral growth. Financial accessibility and echoed foreign direct investment have also been highly contributory albeit their influence is contingent on regional economic constructs. It suggests a need for a coordinated investment policy to strengthen financial infrastructure, institutional infrastructure, and capital allocation biased towards innovation. The research examines theoretical foundations of cluster development, particularly the principles of territorial concentration, inter-firm cooperation, innovation diffusion, and value chain integration. The research reveals that in all the tourism clusters that emerged successfully there were substantial levels of institutional support, development of infrastructure, enhancement of human capital capacity, digital transformation and public–private partnership. The results show that tourism clusters contribute greatly to service quality improvement, product and service innovation, increase the investment attraction and multiplier effects on sectors related to tourism. Moreover, adopting a cluster-based approach increases resistance to economic shocks and facilitates sustainable regional development. A strategic framework of economic, social, and infrastructural indicators is proposed for a conceptual tourism service cluster formation of the study.
