Abstract
This article analyzes the inability of a person without legal awareness and legal literacy to properly exercise their rights and freedoms. It is also argued that even the rights and freedoms of a person, guaranteed and protected by the state, can remain for him in a declarative state. Legal education and culture should be at a high level for a harmoniously developed generation. It was revealed that young people with such qualities can build a completely democratic, civil society.
