Abstract

In the modern digital era, social networks have become one of the most influential platforms for communication, information exchange, and social interaction. However, the rapid growth of these networks has also led to the widespread dissemination of malicious content, including hate speech, misinformation, extremist propaganda, and cyberbullying. This article explores the key criteria for developing and implementing an effective system to combat malicious content on social networks. The study emphasizes the importance of a comprehensive approach that combines technological, regulatory, ethical, and educational measures. Technologically, artificial intelligence (AI), natural language processing (NLP), and machine learning algorithms play a crucial role in detecting and filtering harmful materials in real time. At the same time, regulatory mechanisms, such as clear legislative frameworks and international cooperation among digital platforms, are essential to ensure consistency and accountability. The research also highlights the need for transparent content moderation policies that balance freedom of speech with the protection of users from harmful content. Furthermore, public awareness and digital literacy are identified as vital factors in preventing the spread of malicious content. Educating users to recognize, report, and critically assess online information significantly enhances the efficiency of any technical system. The paper concludes that the most effective strategy is a hybrid model that integrates technological innovation with strong institutional policies, international collaboration, and active user participation. Such an approach not only mitigates the risks associated with malicious content but also promotes a safer and more trustworthy digital environment for all social network users.
