The Roles of National Universities Commission in Promoting Paperless University Education Systems in Nigeria

The transition to paperless university education systems in Nigeria represents a critical step toward modernizing higher education, improving administrative efficiency, enhancing academic quality, and promoting environmental sustainability. The National Universities Commission (NUC), as the principal regulatory and coordinating body for universities in Nigeria, plays a central role in facilitating this transformation. This paper discussed the roles of National Universities Commission in promoting paperless university education systems in Nigeria, The paper is a review paper that depend secondary data. The secondary data were collected from print and online publications. The study concluded t the roles of National Universities Commission in promoting paperless university education systems in Nigeria, include; policy formulation, quality assurance, capacity building, coordination of best practices, and monitoring and evaluation,. Based on the findings, the paper recommends that universities must be equipped with reliable digital infrastructure, including high-speed internet, modern computer systems, servers, cloud storage, and backup power solutions. The NUC should provide minimum ICT infrastructure standards for all universities and ensure compliance. Additionally, targeted support should be provided to underfunded or rural institutions to bridge infrastructure gaps and promote equitable access to digital platforms. The NUC should coordinate regular training programs for lecturers, administrative staff, and students to enhance digital literacy and technical competence. Workshops and seminars should focus on using Learning Management Systems (LMS), electronic record management systems, online assessment tools, and cybersecurity practices. By developing these competencies, universities can ensure efficient operation of paperless systems and maximize their benefits for teaching, learning, and administration. The NUC should develop and enforce comprehensive policies and guidelines that govern the implementation of paperless systems. These policies should address data privacy, cybersecurity, digital pedagogy standards, online assessment integrity, and ethical use of ICT in universities. Standardization ensures uniformity in digital adoption across institutions, facilitates quality assurance, and supports interoperability between different systems and platforms.
