Abstract

This article examines the historical background and key stages of the development of inclusive education as a natural evolutionary step in pedagogical thought. The author examines the complex social, pedagogical, and regulatory barriers hindering the implementation of an inclusive approach. The paper substantiates the need to train teachers to work in inclusive settings and create accessible architectural environments. It concludes that the successful development of inclusive education requires systemic changes at all levels of educational policy.
