Effectiveness of Outpatient Drug Rehabilitation Services at the Balangan District Narcotics Agency, South Kalimantan

Drug abuse is a complex social problem with far-reaching impacts on public health, safety, and productivity. The government, thru the National Narcotics Agency of the District (BNNK), plays a strategic role in providing drug rehabilitation services, particularly outpatient rehabilitation, which is a non-penal intervention aimed at user recovery. This study aims to analyze the effectiveness of outpatient drug rehabilitation services at the Balangan District Narcotics Agency in South Kalimantan, viewed from the perspective of public service management. The research uses a qualitative approach with in-depth interviews, observation, and document study methods. Data analysis is performed interactively thru data reduction, data presentation, and drawing conclusions. The research findings indicate that outpatient rehabilitation services have been implemented according to procedure and are capable of having a positive impact on client recovery, but the effectiveness of the services is not yet optimal due to limitations in resources, service capacity, cross-sectoral coordination, and family and community participation. This research recommends strengthening service management, increasing human resource capacity, and developing cross-sectoral collaboration to improve the effectiveness of outpatient drug rehabilitation at the district level.
