Abstract
The rapid advancement of quantum computing and blockchain technologies presents unprecedented challenges and opportunities for global cybersecurity and regulatory frameworks (Smith et al., 2023). This comprehensive study examines the complex interplay between these emerging technologies and the evolving landscape of cybercrime, exploring the urgent need for adaptive legal approaches. Through a mixed-methods approach, including policy analysis, expert interviews, and case studies of key jurisdictions, we identify significant gaps in current regulatory frameworks, a pressing need for international cooperation, and ethical considerations that demand immediate attention (Johnson & Lee, 2024). Our findings reveal strong stakeholder support for proactive regulation, despite the inherent complexities of these technologies. Based on these insights, we propose a series of recommendations, including the establishment of a Global Quantum-Blockchain Regulatory Forum, the adoption of a risk-based adaptive framework for emerging technologies, and the implementation of a comprehensive Digital Literacy Initiative (Williams, 2023; Garcia-Rodriguez et al., 2022; Brown & Chen, 2024). This research contributes to the ongoing dialogue on technology governance in the digital age and provides a roadmap for policymakers, researchers, and industry leaders to navigate the complexities of regulating these transformative technologies.
