Abstract

The article analyzes the reforms in Uzbekistan’s public administration related to human resource management (HRM) in the context of globalization. The study highlights mechanisms for effectively implementing HR policies in government bodies through digitalization, centralized management, and the principles of transparency and openness. Additionally, the article examines key HRM principles such as strategic alignment, a systematic approach, employee motivation, and loyalty, using the example of Japan’s HR practices. The findings demonstrate that a digitalized HRM system in Uzbekistan enhances efficiency and contributes to the improvement of management processes in accordance with international standards.
