Abstract

Islamic heritage tourism has become one of the most rapidly growing segments of global tourism, significantly influencing employment creation, entrepreneurship, and regional economic development. Countries possessing rich Islamic historical and cultural assets increasingly utilize religious tourism as a strategic tool for strengthening the service sector and attracting domestic and international visitors. This article investigates the impact of Islamic heritage tourism on employment and small business development, with a particular focus on Uzbekistan. The study employs qualitative and comparative research methods, including literature analysis, statistical observation, comparative assessment, and case-study evaluation. The research identifies major economic benefits generated by Islamic heritage tourism, including job creation in hospitality, transportation, catering, handicrafts, and tour-guiding services. Furthermore, the study demonstrates that the development of pilgrimage tourism stimulates the growth of microenterprises and small businesses, particularly in historical cities such as Samarkand, Bukhara, and Khiva. The article also highlights key challenges affecting the sustainable development of Islamic heritage tourism, such as inadequate infrastructure, insufficient digital services, lack of multilingual professional staff, and inconsistent service quality. International experiences from Saudi Arabia, Turkey, Malaysia, and Indonesia are analyzed to identify effective strategies for integrating tourism development with small business support and employment policies.The findings suggest that Islamic heritage tourism can become a major driver of sustainable economic development if supported by modern infrastructure, digital transformation, professional workforce training, and effective marketing strategies. The article concludes with policy recommendations aimed at enhancing the economic impact of Islamic heritage tourism and improving the competitiveness of the service sector in Uzbekistan.
