Abstract
Ethics in public administration plays a crucial role in ensuring transparency, accountability, and public trust. In the context of globalization, technological advancement, and increasing public expectations, ethical challenges in governance have become more complex and multifaceted. This article examines the core ethical issues in public administration, including corruption, abuse of power, lack of transparency, and conflicts of interest. Using qualitative analysis and comparative approaches, the study explores ethical frameworks, institutional mechanisms, and practical solutions. The findings highlight that ethical governance requires not only legal regulation but also moral responsibility, professional integrity, and a strong institutional culture.
