Abstract

This article presents a comprehensive methodology for the quantitative assessment of the impact of digital innovations on the institutional transformation of natural monopolies in Uzbekistan. The author substantiates the transition to algorithmic regulation through a model for optimizing socio-economic effects that takes regional disparities into account. For the first time, detailed analytical tables and statistical matrices describing the dynamics of entry barriers and market concentration for the period 2016–2025 are proposed. The results confirm the hypothesis that digitalization acts as a key driver in reducing X-inefficiency and supporting small and medium-sized enterprises (SMEs) in infrastructure sectors.
