Abstract

This article comprehensively examines the system of public utilities in the multi-apartment housing stock and its organizational and economic mechanisms. The relevance of the research is justified by the development of modern urban infrastructure, the acceleration of urbanization processes, and the increasing demand of the population for public utilities. In the course of the study, methods of systemic, structural, institutional, and descriptive analysis were used to study the interaction between the main structural elements of the utility system engineering infrastructure, service organizations, management entities, and consumers. As a result of the study, priority areas for improving the public utilities system include infrastructure modernization, management system improvement, development of economic incentive mechanisms, justification of tariff policy, and the creation of an effective feedback system with consumers.
