Abstract
The logistics sector constitutes a critical pillar of national economic competitiveness in an era of accelerating globalization and regional trade integration. In Uzbekistan, despite allocating the highest share of GDP (4.0%) to logistics investment among seven comparable economies examined in this study, the country records one of the lowest Logistics Performance Index (LPI) scores (2.6), revealing a profound structural paradox: volume of investment without efficient financing mechanisms fails to generate commensurate performance outcomes. This research investigates the theoretical foundations, empirical dimensions, and policy implications of logistics infrastructure financing mechanisms in Uzbekistan, examining state budget-centric, public-private partnership (PPP)-based, and diversified financing approaches through systematic comparative analysis. Drawing on official data from Uzbekistan's State Statistics Committee and Ministry of Transport, alongside international benchmarks from Germany, Japan, the United States, China, Kazakhstan, and Russia for 2022-2025, the study employs correlation-regression econometric modeling, comparative statistical analysis, and scenario modeling.
