Abstract

This paper focuses on the operational resilience of seaport-dry port multimodal corridors, as the port-side 24-hour planning control enhances their resilience. Once it happens in one stage of a corridor-based logistics chain, delays in the vessel update, uncertainty in berth window, lack of cargo documents, yard constraints, or a problem even in receiving inland can rapidly impact on the rail slots, truck appointments, dry port coordination, and reliability in customer service. In this paper, a Port-Side Planning Control Capacity (PSPCC) framework is developed and connected to Corridor Operational Resilience (COR), to tackle this management issue. PSPCC is described in terms of seven capabilities that are part of a conceptual and case-informed management analysis. COR is understood in the context of four elements: absorption capacity, response speed, recovery continuity and adaptive learning. The analysis reveals that the 24-hour planning resilience value is not in creating the "perfect schedule", but in minimizing latency of decisions, ambiguity of responsibilities and the fragmentation of information prior to unwanted deviations from routine cascading inland. The paper makes a contribution to the economics and business management research by redirecting the role of port production planning as a corridor facing governance mechanism of multimodal logistics corridors.
