Abstract

This study develops a sector-based green skills pipeline for Uzbekistan and translates it into a governance roadmap for 2026-2030. The analysis combines structural employment data for 2020-2025, policy and institutional mapping, and scenario-based planning derived from the author's dissertation. Employment in transition-relevant sectors evolved unevenly: information and communication grew by 83.5%, professional, scientific and technical activities by 10.8%, and construction by 10.7%, while electricity, gas, steam and air-conditioning employment declined by 7.5%. This divergence shows that investment in green and digital infrastructure does not automatically generate a local supply of technicians, operators, supervisors and service firms. The proposed roadmap concentrates on renewable energy, water-efficient agriculture, waste recycling and environmentally sustainable transport. The four gross sectoral planning ceilings sum arithmetically to 140,000 employment opportunities by 2030 before adjustment for occupational overlap, project delays and differences in local-content development; they are planning parameters rather than official or econometric forecasts. The green skills pipeline links demand anticipation, occupational standards, modular curricula, dual education, independent certification, employment or entrepreneurship placement, and outcome monitoring after 3, 6 and 12 months. Implementation is supported by training vouchers, employer co-financing, regional competency centers, digital vacancy classification and social partnership. The principal contribution is a management framework that shifts policy from counting course participants to measuring certified competence, formal placement, retention, income progression and local value-chain development.
