Abstract

The relationship between digital technology and governance is no longer a matter of administrative convenience; it has become a structural question about how states organize accountability, deliver services, and legitimize authority in an increasingly connected world. This paper examines smart governance in the digital age by pursuing two interrelated objectives: to assess the extent to which digital technologies are transforming governance frameworks and institutional accountability across contemporary state contexts, and to identify the critical enablers and barriers shaping the adoption of smart governance systems across diverse socio-political environments. Drawing on a structured literature review of 42 peer-reviewed studies published between 2020 and 2026, and anchored in a conceptual framework that integrates Digital Era Governance theory, Open Government Partnership principles, and smart city infrastructure models, the paper synthesizes evidence across regional governance contexts. Findings indicate that digital transformation is reshaping institutional accountability mechanisms through AI auditing, blockchain-based transparency systems, and open data portals, but that adoption is highly uneven. East Asian and Northern European states demonstrate advanced adoption; Sub-Saharan African and Latin American contexts are at earlier stages, constrained by infrastructure deficits, weak regulatory frameworks, and low civic digital literacy. Political will and data governance frameworks emerge as the most consistently cited enablers across the literature. The paper argues that smart governance is not a technological outcome but an institutional and political achievement whose legitimacy depends on equity, transparency, and adaptive regulation. Policy implications are directed at governments, multilateral institutions, and civil society organizations.
