Improving the Efficiency of Budgetary Fund Utilization Through the Digitalization of Public Procurement

This article examines, from theoretical and practical perspectives, the impact of public procurement digitalization on the efficient use of budgetary funds. It analyzes recent institutional and regulatory reforms undertaken in Uzbekistan to digitally transform public procurement, including the improvement of the special information portal, integration of government information systems, electronic monitoring, determination of average market prices using artificial intelligence, automated risk analysis, and digital control over contract performance. Based on the KONEPS system of the Republic of Korea, the European Union’s digital procurement infrastructure, and OECD recommendations, the priority areas for the end-to-end digitalization of public procurement are substantiated. The author develops scientific and practical proposals for integrating digital planning, automated reference pricing, risk profiling, contract performance monitoring, and procurement efficiency assessment within a unified digital framework.
