Abstract
The effectiveness of health insurance schemes depends largely on the availability and efficient management of human, financial, material, and information resources. While considerable attention has been paid to healthcare financing in Nigeria, relatively less emphasis has been placed on the strategic role of resource managers in ensuring the successful implementation of health insurance programmes. This article examines the place of resource managers in contemporary health insurance schemes in selected Local Government Areas (LGAs) of Enugu State. Specifically, it explores their responsibilities in financial management, human resource administration, health information management, planning, monitoring, and stakeholder coordination. The article further identifies the major challenges confronting resource managers, including inadequate funding, poor infrastructure, shortage of skilled personnel, weak information systems, delayed provider reimbursements, and political interference. Drawing from contemporary literature and policy documents, the study argues that competent resource management is indispensable for improving healthcare accessibility, quality of service delivery, institutional accountability, and the sustainability of health insurance schemes. The article concludes that strengthening the capacity of resource managers through continuous professional development, digital innovation, transparent governance, and adequate government support will significantly contribute to the realization of Universal Health Coverage (UHC) in Enugu State and Nigeria at large.
