Abstract

This study investigated the impact of quota system and vacancy based promotion on teachers’ mental health in FCT, Abuja, Nigeria. There were two research objectives, two research questions and one hypothesis. Descriptive research design was used in this study. A total population of 18,584 teachers was obtained and a sample of 350 teachers was drawn from the total population using multi-stage sampling technique. Data collection instrument used was a self-structured questionnaire entitled: “Impact of Quota System and Vacancy Based Questionnaire (IQSVBQ)”. Frequency counts and percentages were used to analyze data gathered. The mean scores and standard deviations were used for the analysis of the answers to the research questions. The hypothesis was tested by using t-test at 0.05 level of significance. The research found that quota system and vacancy based promotion in FCT was not automatic, but depended on the availability of vacancies, limited number of teachers can only be promoted at a time and among others, and that promotion was not automatic even after meeting the requirements. It was also revealed that teachers are negatively affected by quota system and vacancy based promotion as many teachers were frustrated, develop high blood pressure, sleepless night, anxiety, emotional trauma and denied promotion. However, the result from the tested hypothesis revealed that both male and female teachers experience the same negative impact such as frustration, increase of blood pressure, sleepless night, anxiety, emotional trauma and denied promotion. It was therefore recommended among others that stakeholders particularly the Nigeria Union of Teachers FCT branch (NUT) should stand up and reject in its entirety the quota system and vacancy based promotion for teachers as there is no vacancy in the classroom.
