Abstract

This article analyzes the issues of improving organizational and legal mechanisms for combating the illicit trafficking of narcotic drugs and psychotropic substances in the conditions of the Republic of Uzbekistan. It identifies contemporary forms of drug-related threats, including transboundary channels, "contactless" distribution through the Internet and messaging platforms, the use of crypto-payments, and the activities of illegal drug laboratories. The study substantiates the need for an integrated organizational and legal approach that combines prevention, operational-search activities, investigation, financial monitoring, border control, and rehabilitation measures. Particular attention is paid to strengthening interagency cooperation based on the principle of a "single information contour," as well as the application of Early Warning Systems (EWS), OSINT tools, blockchain analytics, and GIS technologies. The article formulates scientifically grounded proposals for improving national legislation aimed at enhancing the effectiveness of drug crime prevention and public safety.
