Abstract
This article analyzes the legal regulation of terrorism under international criminal law. It reviews the role of international organizations such as the United Nations and the International Criminal Court in addressing terrorism, while emphasizing the lack of a universally agreed legal definition. The paper also identifies key legal gaps and enforcement challenges in prosecuting terrorism as an international crime. It concludes with practical suggestions for improving international cooperation and developing a unified legal framework to more effectively combat global terrorism.
