Features of Early Prevention of Violations through the Gradation of Mahallas

The article examines an innovative approach to early prevention of offenses in the Republic of Uzbekistan, based on the territorial gradation of mahallas according to the level of criminogenic situation. The system of classifying mahallas into «red», «yellow» and «green» zones is analyzed as an effective mechanism for the differentiated application of preventive measures. The legal basis, organizational and methodological approaches, and practical implementation of the gradation system within the context of the overall public safety strategy are examined. Special attention is paid to the role of citizens' self-government bodies in the system of early warning of offenses.
