Abstract
This article explores the communicative and persuasive roles of rhetorical questions in the speeches of state leaders. Drawing upon theoretical frameworks from pragmatics, discourse analysis, and rhetoric, the study investigates how rhetorical questions function as strategic linguistic tools to engage audiences, emphasize ideological positions, and strengthen persuasive appeal. Through both theoretical examination and practical analysis of speeches delivered by world leaders such as Barack Obama, Vladimir Putin, and Shavkat Mirziyoyev, the research reveals how rhetorical questions stimulate cognitive reflection and emotional involvement among listeners. The findings show that rhetorical questions serve multifunctional purposes enhancing audience interaction, reinforcing authority, and guiding public perception. The study highlights the significance of rhetorical questioning as a subtle yet powerful psycholinguistic and pragmatic device in political communication.
